WebAbstract. This report details an analysis of first quarter FY86 operating cost and revenue for the Metropolitan Transit Authority (METRO) of Harris County (Houston, Texas). The METRO nine factor cost allocation model is used to allocate cost to individual routes, by schedules, and by weekday peak and off-peak time periods.
